Assam Governor Janaki Ballav Pattanaik will formally inaugurate the tourism carnival in presence of Union Mos (Tourism) Dr K Chiranjeevi tomorrow at Saru Sajai stadium with a day-long culture display by 450 cultural ambassadors of the nine states to be followed by a cultural procession near the Judge’s Field, in the heart of city. Highly talented artists of the region would be present unique cultural programme during the day, Dewan disclosed and appealed to the people of the city to put on their traditional dresses for the day to draw global attention.

Respective state in a 15-minute PowerPoint presentation each would reflect their unique cultures and traditions, business to business discussion between the 70 delegates and international buyers and 108 sellers from participating states, he added.

Assam is putting up its best effort to make the event a great success, said principal tourism secretary of Assam HS Das and informed that the state’s budget included Rs 3 crore by the tourism department and expenditure by other nine departments besides the budget of MOT and nine states.

Quoting Chief Minister Tarun Gogoi, he stressed on taking the delegates to villages to promote rural tourism and acquaint them with the rural life involving use of dekhi for husking or offering village dish. This event should be consolidated to promote inter-state tourism, he added.

Arunachal tourism will fully en-cash this opportunity by showcasing its unique products through its 85-member indigenous delegation, cultural presentation and a stall to the global guests, said tourism secretary Sonam Chombay.

With a view to raise tourist inflow and make the state more visitor-friendly, the Arunachal Pradesh government is working to simplify the procedure for application and issuance of the Inner Line Permit (ILP), Chombay said .

"The ILP has so far not been relaxed. However, the effort of the government of Arunachal is that it is going to simplify the procedure and lot of Information Technology (IT) intervention is taking place," Chombay told reporters.

"Within a very short time online ILP facility would be in place. That will solve a lot of problems of the domestic tourists," he added.

The ILP is an official travel document issued to Indian citizens who want to visit "protected/restricted areas or states" like Arunachal Pradesh, Nagaland and Mizoram.

It is obligatory for Indian citizens from outside those States to obtain permit for entering into the protected State.

Chombay said the Arunachal government could mull over issuing ILP-on-arrival as in the case of Mizoram.

He also said that in case of international visitors also efforts are on to simply procedures.

"As far as the foreign tourists are concerned, the state has the Protected Area Permit (PAP) and as a department we have simplified the procedure. Now even two foreign tourists can apply for the PAP and I being the issuing authority made it sure that it is issued on the same day and no inconvenience is caused to the visitors," Chombay said.

Generally, for securing PAP, tourists must travel in groups of at least four people together.

Chombay said that tourism is a priority sector and Arunachal is looking forward to give a big boost to the sector after the International Tourism Mart which begins here today.

Manipur tourism commissioner Dr Rajesh Kumar cited the success of Sanghai Festival, use of IT and social media to popularise tourism in a massive way.

Pointing out that Manipur is a safe state without any PAP, he advocated fusion of ideas and interlinking state festivals to woo global tourists through the effective tool of IT.

Sikkim has made a mark in the sector, tourism secretary K S Tobgay said and urged the media to highlight good aspects as news instead of giving priority to only negativity. (With inputs from PTI)

ATM window to ‘Paradise unexplored: Dewan

Responding to a question from this editor why not the MoT secretary weaves a ‘NEST’ (North East Secretaries of Tourism) as a forum as has been advocated by Arunachal tourism secretary Sonam Chombay and in different words by his Assam and Manipur counterparts, Dewan accepted it as a very good suggestion to be taken up in the ministry internally.

Appreciating the idea, MoT additional secretary Girish Shankar said a national tourism advisory council of the ministry is in place at zonal level but regional council would be formed to incorporate the idea.

NE tourism doing exceedingly well’

GUWAHATI, Jan 18: The union ministry of tourism has been spending about 15 to 20% of its budget for the North Eastern states against the central government’s policy to allocate 10% budget by each department, secretary Pervez Dewan said here today.

There is a special policy for NE including for funding projects or free stalls to NE states in international tourism marts, he said.

The NE states have been doing very well in tourism sector despite their peculiar problems, Dewan said. An IAS officer of J-K cadre, he said that one has to understand the peculiar problems of the region like J-K, having limited working period, heavy rain, road blockade, transportation hazard like carrying anything to Tawang. Despite all odds these state are doing very well, he added.

MoT additional secy Girish Shankar pitched in saying that NE states are doing exceedingly well including in implementing centrally-sponsored schemes.

Against all odds, the states of the region including Arunachal Pradesh and Meghalaya are doing very well in project implementation, he said without mincing any words.

Responding to the question that only one project was implemented though Rs 77 crore was sanctioned during the 11th Five Year Plan, MoT additional director general A K Gupta quoted year-wise statistics: Rs 150 crore, Rs 160 crore, Rs 178 crore, Rs 208 crore, Rs 137 crore and Rs 134 crore during 2007-08, 2008-09, 2009-10, 2010-11, 2011-12 and till now this fiscal. The achievements are fantastic, he added.

Peki-Modi villagers refuse to shift

Prafulla Kaman

PASIGHAT, Jan 18: Even though the Department of Science & Technology has suggested the villagers of Peki-Modi, a remote village in Upper Siang district to shift their habitat to a safer location the villagers reportedly have refused to pay heed to the advice.

The report of frequent tremors of low and moderate intensity on regular basis in Peki-Modi drew special attention of the Arunachal Pradesh State Remote Sensing Application Centre (SRSAC), Itanagar during the year 2009. The seismologists of the SRSAC, after a thorough analysis of satellite data, have unearthed the actual cause of the rare natural phenomenon and later submitted the report to the government.

The frequent tremors occurred at Peki Modi was first informed by the Mariyang –Geku MLA, J K Panggeng two years back which prompted the department to conduct a strategic study; and accordingly the seismologist of SRSAC had conducted one macro-zonation mapping of earthquake in 1: 50000 scale, which revealed seismic vulnerability of the area.

Sources from SRSAC informed that their study on the village revealed high seismic vulnerability. The remote sensing studies using latest satellite data showed that Peki Modi village is located on a site of “criss-cross” junction of a major thrust and a major fault. Such situation may pose major threat to Peki Modi villagers, if any earthquake of greater intensity occurs in future. “Furhter, Arunachal Pradesh falls on Zone V, one of the most seismic vulnerable areas and it denotes great necessity of utmost precaution in this regard”, said the scientists.

The SRSAC, Itanagar is conducting study on micro-zonation mapping on every vulnerable sites of the state to accumulate more seismo-tectonic information in regard to exceptional natural phenomenon. It has evolved a Disaster Management Information System (DMIS) for the entire state for properly analyzing the data with respect to three disasters viz. earthquake, landslide and flood.

“The state government is well aware of the disaster sensitivity of the Peki Modi villagers and thus it is ready to provide relief and rehabilitation for shifting of the village to another site, but the villagers are refusing it”, said MLA J K Panggeng.

Peki-Modi is located about 35 Km north of Mariyang town on the left bank of Siang river. There are 14 families in the village, who are still living in middle age lifestyle without any modern facilities, including road communication.

Union Minister of State Ninong Ering recently visited Peki-Modi village and assured the villagers of all possible help from his side for development of surface communication in the remote and hilly area.

Drive against traffic violators continues

ITANAGAR, Jan 18: Continuing its drive against dark tinted films on car windows for the fourth consecutive day today, the district administration with help of police has so far peeled off dark tinted films from around 6000 vehicles within capital complex.

Similarly, two wheeler riders without helmet, driving license etc. were imposed on-the-spot fine and penalty of sizable amount was realized in the process, Capital Complex Deputy Commissioner Sanjay Goel informed in a release.

The drive is being carried out to ensure safety of two-wheeler riders, who are frequently found riding motorcycles without wearing helmet and driving license thus putting their own life in danger, the release said.

The drive against tinted films would be proved crucial for police in preventing anti-social activities since dark glass helps the offenders to escape without being noticed after committing crime, Goel said.

He appealed to all vehicle owners to remove their tinted films in their own, otherwise, it will be removed by police/magistrates and penalty will also be imposed on them.

Protection of Poba RF, D. Ering Sanctuary stressed

Correspondent

RUKSIN, Jan 18: In order to make local villagers aware of the need to protect and preserve flora and fauna, the Gonotantrik Nagrik Suraksha Manch, a Jonai (Assam) based NGO recently conducted an awareness programme at Jelom Village located at Assam-Arunachal boundary here.

The day-long programme, which was participated by eminent citizens and forest officials of both Assam and Arunachal highlighted on various ecological aspects and stressed on preservation of flora and fauna.

Poba RF covers a large portion of Ruksin forest range under East Siang Forest Division (T). Covering an area of 2,251 hectares, the RF is bestowed with all natural bounties. It is a natural habitat for various species, exquisite birds and insects, reptiles and valuable trees, including medicinal herbs. But, due to rapid deforestation during the last decade, the wildlife in the area is on the verge of extinction.

It is worth mentioning here that a larger portion (measuring 10, 221 ha) of Poba RF land falls under Jonai range in Assam as the National Highway running up to Pasighat is passing through the RF along Assam- Arunachal boundary here. Considering its rich natural ecosystem and evergreen forest cover, the environmentalists have ascribed the Poba RF in the list of Rainforest. It also plays a vital role in maintaining ecological balance of the region besides protecting Jonai subdivision of Assam from flood fury.

The meeting also discussed on protection of wild beasts living in Daying Ering Memorial Wildlife Sanctuary, which are reportedly under threat as poaching and smuggling of wild animal organs are going on unabated. The sanctuary with an area of 190.00 Sq.km is home to various wild species including rare and endangered birds like Vulture, Bengal florican, White-winged wood duck, Jordan’s babbler, Black- breast parrot and different species of Hornbill. It is also one of the most important wild elephant corridors in the region.

Participating in the meet, Divisional Forest Officer for Daying Ering Wildlife Sanctuary, Tashi Mize emphasized on the importance of conservation of wildlife and forest resources. He appealed the people as a whole for extending co-operation for protection and preservation of wildlife.

Mize has been working tirelessly for the protection of wildlife in the area. He has been nominated for award by the state government for his tireless efforts in this field.

Many speakers shared knowhow for protection of Poba RF from erosion threat by Siang River.

Open and Distance Learning: The new revolution in education affairs

Dr. Joseph Kuba

The fact that education is an important tool for socio-economic development and a key factor in strengthening human capabilities and reducing poverty in an increasingly globalized world has been recognized and reiterated at various forums domestically and internationally. The need, therefore, to improve and bolster educational quality, access and affordability, equity and efficiency is the need of the hour. In India, the passing of the Right of Children to Free and Compulsory Education Act or Right to Education Act (RTE), by the Parliament on 4 August 2009 which came into force on 1 April 2010 is a validation of this fact. India even went further to make the Act a vital component of the Indian Constitution under Article 21a which deals with the Fundamental Rights of every Indian citizen.

Having said and done so, it has become crucial that the education system is overhauled and completely so that the objective is achieved. With a national average per capita income of $ 1,527 in 2011 but with an estimated 32.7% of the total Indian people falling below the international poverty line of US$ 1.25 per day (PPP) while 68.7% live on less than US$ 2 per day (World Bank Report), clearly indicating the gross disparity between the rich and poor, and other factors like shortage of qualified and competent experts at various levels of the social and economic system; the existing arrangements for the production of experts not being adequate enough to address the shortage of qualified and competent teachers in teachers’ colleges, secondary and primary schools; the access to quality education being highly compartmentalized; the need to expand enrolment in higher education institutions through a combination of various alternative and innovative systems of education; and the use of Information and Communication (ICT) as a tool to improve access and the quality of delivery of education and training at all levels, the task ahead is going to be extremely difficult if not impossible.

These factors seem to be the reason why Open and Distance Learning (ODL) has not only become popular and the only means of education in most of the Third World countries but also revolutionized the education system as a whole. While there are many critics of the system, some even calling it inferior to the conventional system, the dynamics of the times we are living in has made it almost certain that the ODL system has become imperative as an alternative educational system and in no way lesser or sub-standard than existing systems. Quality of any product becomes sub-standard if the style of management does not stick to strict norms of quality and class. Educational quality is also governed by the same principle.

All trained educationists will agree that education is not just about literacy and illiteracy or to enrich statistics about a society jumping from this per cent of illiteracy to that percentage. Education is about creating human resources of various forms to fit them into the diverse requirements of society. Education is helping a person to grow into a useful member of society. The educational system should be structured in such a way that we create persons specific to our needs for progress, development and harmony. When these principles are not adhered to we are creating persons whose education becomes his or her undoing to the detriment of society.

In the 9/11 attacks in the United States four of the terrorists were highly trained pilots. A pilot requires a high degree of scientific temper and training.

Education is also an inert energy that is fashioned by all the happenings around us. Knowledge and wisdom is not reserved for only those who have gone to a college or university. Every human brain is stormed everyday by nature and man-made wonders and learning is a continuing process. The cut-off average by number of years of learning and the ability to understand is also fast decreasing. All these have much to do with the influence of the happenings around us. The 21st century ushered in a new era – an era where everything has become ‘open’ and the concept of ‘distance’ has drastically changed. No wonder, open and distance education in no more a concept for academics to debate about whether it is good or bad but a reality that has to be confronted headlong.

The open and distance learning system is improvising day by day and moving along with the tide of materials and peripherals that are defining the very nature of existence today. It is catering to the needs of an individual and the collective needs of society. It is an opportunity that has to be harnessed and not a tool for academic, bureaucratic and political jingoism. Democratizing education has been one of the most important features of the ODL system. We cannot boast of our ‘democracy’ when we cannot deliver what it promises. Education is a fundamental right and perhaps it is time that we seek all the channels available to give equal, quality, free and compulsory education to our children. People in developed countries are already developing the ODL system into the ‘virtual’ mode. The policy makers will be making a big mistake if the opportunity is not made use of from the very beginning. While we would be groping in kilobytes, others would be working on petabyte mechanicals. Going by the trend in education in vogue today, it may not be long when all existing educational institutes become either obsolete or have to embrace the new revolution in education affairs. BJP flays Centre for diesel price hike

ITANAGAR, Jan 18: The Bharatiya Janata Party (BJP) Arunachal Pradesh has strongly condemned the Centre’s decision to allow oil marketing companies to hike diesel prices from time to time which will have cascading effect on the prices of various essential commodities and goods in the local markets.

“It seems the Congress led UPA government is concerned about the welfare of the corporate sectors.  The Government, instead of providing relief, is increasing prices, BJP general secretary and spokesperson Tai Tagak said in a release.

The UPA government has partially deregulated diesel prices by announcing that the price of the fuel would be decided by oil marketing companies. Indian Oil Corporation announced an increase of 45 paise per litre in the price of diesel late Thursday evening effective midnight.

Tagak said that the raising of the cap on subsidised LPG cylinders from six to nine is a farce only. “UPA Govt had announced that the Congress ruled states to provide three more subsidized cylinders in addition to six in September-October, 2012 last but the same has not been implemented in Arunachal Pradesh till date, Tagak said.

The BJP demanded immediate reconsideration of the de-regulation of the diesel prices by the Congress-led UPA government at the Centre and also the party in power in the state to pay serious attention towards deteriorating law and order situation in the state before it is too late.

Alleging misuse of state machineries in party activity, the saffron party cautioned the state government to refrain from such activity.

Diabetes in India

According to a recent report of the International Diabetes Federation India has 6.13 crore people living with diabetes, second only to China. Nearly 60 per cent  of diabetics in India have never been screened or diagnosed due to lack of awareness. IDF shows that a staggering 62.6 per cent of the people in India are not even aware about the complications of the disease. By 2030, India's diabetes burden is expected to cross the 100 million mark as against 87 million earlier estimated. China has 90 million people suffering from diabetes in 2011 and is expected to touch the figure of about 130 million by the year 2030.

Such a high numbers of undiagnosed cases means people are putting their lives at risk from diabetes complications such as nerve disease, which can lead to ulceration and amputation of limbs. This spread of awareness will empower them to defeat diabetes through prevention and management, an expert feels.

Diabetes over a long term affects all organs of the body and is linked to heart attacks, stroke, some cancers and several infections, said Prof K Srinath Reddy, President of the Public Health Foundation of India. He said despite all the good intent, India’s national programme on diabetes has not progressed and can claim only limited success to its credit, which is why there is a need to explore innovative models for tackling this disease.

However, it  is hoped that launch of ‘Uday’- a five year project under the Lilly NCD  Partnership to fight the rising burden of Non Communicable Diseases (NCDs) in India, with an initial focus on improving outcomes for people with diabetes and High Blood Pressure (HBP) would  accelerate awareness  about  the life threatening disease.

DRDA Employees given step-mother treatment

Dear Editor,

Through your daily I would like to share my experience regarding the lackadaisical attitude of state Govt towards the DRDA employees. It is quite disheartening to know that the absorption file of DRDA borne employees has been returned despite centre directing state govt to absorb the DRDA employees. I have no idea why the state Govt, treats DRDA employees step motherly? It is worth mentioning here that there are severe problems in salary matters. It is also learnt that in some district the employees of DRDA are not getting salary for more than last five months. Despite such difficulty the employees of DRDA are performing their duty whole heartedly and sincerely keeping in mind the interest of public welfare. Moreover, the employees of DRDA have never launched any democratic movement against the state govt, for failing to solve the mess of DRDA. The employees of DRDA have full faith on Govt, but now faith and trust on govt is completely vanishing as a result of way present state govt has responded to our problem.

“Jab barosa hoke betney Se Koch nahi hota aur Jab strike karne se bolta hai strike karta hai”. We have waited many years to get justice but now this time, we have no option but to launch democratic movement against the state govt. Is state govt testing the patients of DRDA staffs? I would like to ask a question to people friendly govt are you instigating DRDA employees to launch a democratic movement?

Lastly, I would like to request people friendly Govt, to reconsidered its decision and solve the problem of DRDA employees to avoid a democratic movement.

Yours,

R Langdo,

Seppa DRDA Staff

Urge for upgradation of mariyang sdo (Hq) to adc (Ind)

Dear Editor,

While extending appreciation to the Chief minister Nabum Tuki and his Cabinet Colleagues for their bold steps for creation of four new districts and ADC (Ind) at Dambuk. I also like to remind the Chief Minister to take up the demand for upgradation of Mariyang SDO(HQ) to ADC (Ind) seriously which was assured by Chief Minister during his recent visit to Mariyang.

Mariyang is situated at an altitude of 1050 meters above sea level and this beautiful hilly town is the oldest administrative (HQ) in Upper Siang District of Arunachal Pradesh. The Administrative(HQ) at Mariyang was established during 1952 and upgraded from Circle (HQ) to EAC(HQ) during 1964 and then to SDO(HQ) in the year 1993. Most probably it is one of the oldest sub-Divisions of the state with a total territorial area of 1848 Sqkms comprising four circles Mariyang, Mopom, Geku and Katan and having a population of over 14,000 spreading across 39 villages of the sub-division.

The demand for up-gradation from SDO to ADC(Ind) is the long felt need of the local populace to speed up development activities and effective administration of the sub-division.

Hope the Chief Minister fulfills the public demand of Mariyang circle.

Yours’
